In the absence of Mousalli on leave for 3 weeks I spoke to Bari, whom you met, and put to him the points in your telegram 734. He under took to pass the information to Mousalli when he returns. Bari more or less repeated what they told you and reiterated that UNHCR had a very great understanding for Hong Kong's difficulties. He did, however, come away from the meeting with the impression that you had understood UNHCR's point of view and that you were prepared to be more 'lenient' with the humanitarian cases (some 2% of the contingent destined for repatriation) in which UNHCR are interested.
