We would have talked further to the Secretary of State about the possibility of a new quota over the coming weekend had his trip to Hong Kong not been cancelled yesterday. The Governor may still be seeing him in Tokyo. It was evident from what Mr Raison said that getting a new quota will not be easy and will call for a great deal of support from the FCO.

It would be very helpful to know as soon as possible the likely timing of any decision. Mrs Morley- Fletcher of the British Council for Aid to Refugees, who has also recently been in Hong Kong, told Iain Orr that decisions on how far to run down reception centres in the UK will have to be taken by December. The more time we have to make sure that the case for a further quota can be fully argued with the Home Office the better.
