John.
I am enclosing the copy of a note which we prepared for presentation at the JCRV meeting on Thursday 16 October.
As you see we have made known to the voluntary agencies the family relationships which will normally qualify applicants for the authorisation of family reunion visas. In addition, the note announces that in the present situation applications in respect of those still in Vietnam will not be processed further.
I am sure it would be useful for our Embassy at Hanoi to be made aware of what has been decided. I should also like to raise the question of our revised procedures for issuing letters of consent for those still in Vietnam. Although, of course, this will be suspended for the time being, we anticipate that when circumstances permit us to continue processing applications the new procedures will be followed. However, the agreement to prepare Visa Promise Letters in London was not ever intended to extend to the processing of "no hope" applications made to our Embassy at Hanoi.
You will recall that earlier in the year Hanoi provided Jimmy Jamieson with

a proforma letter they had drafted to cope with those whose applications clearly did not meet the present criteria. I think we said at the time and in case there is any confusion I should like to repeat now that this procedure suits us well. I am afraid that our limi resources here do not allow for us to answer all the correspondence which moi are now sending. I should be pleased if you could take this up with Hanoi and suggest that if they need further guidance we should be pleased to assist
