Thank you for your letter of 28 November about Mr Hartling's visit and the line to be taken on the Governor of Hong Kong's proposal that there should be an additional UK quota.

I enclose a copy of the briefing on this matter which has been prepared for Mr Hartling's visit to the Foreign Secretary and the Prime Minister, and which we sent to your UN Department last week. This reflects the line agreed at our Ministers' recent meeting with the Governor and embodied in the Home Secretary's minute to Lord Carrington. The line proposed in your letter seems to me to be consistent with that contained in our own briefing.
