Ministers on the question of a further quota after the 10,000 quota is filled. It seems likely that it will

have to take family reunion cases into account. The

question of sub-quota to help get the orderly departure scheme off the ground could also be looked at then, and

we are well aware of the linkage that exists at least

in Vietnamese minds between these two aspects of the

seven point programme.
