4. with one typist for the whole Embassy, one less than full time Vice-Consul, and a consular section that occupies a space roughly 10' by 6', we cannot continue to handle the present volume of paperwork. This means that we must ask
you to arrange for your staff to take on the work instead. we are not experts in this sort of work, and would be grateful for any suggestions you may have. it appears to us that the . only solution is for replies to the letters we send you to be prepared in hong kong, possibly under the Embassy's letter- head, and sent to us (in pre-addressed envelopes) for forwarding on. I attach a table showing how this might work. I should be grateful to know urgently whether this would be acceptable or what alternative solution you propose to relieve us of this paperwork. A more radical solution, which we would certainly welcome, would be to cut cut the Embassy's part in the process altogether.

I am copying this letter to Migration and Visa Department. we look forward to the arrival of the expert requested by the Ambassador in his letter to Donald Murray, and we hope that his suggestion may lead to further improvements in the handling of liong Kong cases.
