Whether the Republic's controls are com patible with her European Community obligations is in the first instance a matter for the European Commission.

Petrol

Mr. Carter-Jones asked the Chancellor of the Exchequer if he will list separately for July 1978 and November 1979 the petrol duty payable on a gallon of 3-star petrol and the value-added tax payable on a gallon of 3-star petrol.

Mr. Peter Rees: The excise duty on a gallon of petrol was 30p in July 1978 and 36-8p in November 1979. In July 1978 the VAT charged at 124 per cent. on a gallon of three-star petrol sold at the pump for 75p was 83p; in November 1979 the VAT charged at 15 per cent. on a gallon sold for £1.15 was 15p. Busi- nesses registered for VAT are entitled to recover the VAT element.

European Economic Community Fund

Mr. Ioan Evans asked the Chancellor of the Exchequer, what the latest estimate of the United Kingdom contribution to the European Economic Community fund was; and what action he proposes to reduce this amount.

Mr. Lawson: I shall let the hon. Mem- ber have a reply as soon as possible.

Departmental Staff (Costs)

Mr. Arthur Lewis asked the Chancellor of the Exchequer whether he will give the total number of staff employed in his Department on May 1979 and the total staff costs, with similar details for 1 January; and what action he proposes to take to reduce the costs of administra- tion in his Department during the current

year.

Rudolph Hess

Mr. Colvin asked the Lord Privy Seal what is the total cost, to the three Western Powers, of keeping Rudolph Hess in Spandau prison.

Sir Ian Gilmour: I have given details of the cost to the United Kingdom of keeping Rudolf Hess in Spandau prison in reply to another question by my hon. Friend. I have no details of the cost incurred by France or the United States.

Mr. Colvin asked the Lord Privy Seal what is the cost to the United Kingdom of keeping Rudolph Hess in Spandau prison.

Sir Ian Gilmour: The only direct cost to the United Kingdom in connection with keeping Rudolf Hess in Spandau Prison is the salary and allowances of the chief British warder, which are currently £9,953 per year.

Vietnamese Refugees

Dr. Edmund Marshall asked the Lord Privy Seal how many Vietnamese boat people there are now within the territory of Hong Kong; and how many have arrived there during the last month.

Mr. Hurd: There were 54,683 Viet- namese refugees in Hong Kong on 15 January, of whom 369 had arrived in the preceding month.

Rhodesia

Mr. Hooley asked the Lord Privy Seal if he will give detailed figures of the number of persons still detained in Southern Rhodesia under martial law.

Mr. Luce: No details are available here. I am consulting the Governor and will let the hon. Member have a reply in due course.

Mr. Hooley asked the Lord Privy Seal whether the amnesty ordinance in Southern Rhodesia applies to all those detained under emergency powers regula- tions.

Mr. Luce: The amnesty ordinance applies to persons who might otherwise be prosecuted for offences of the kind
