During this incident, policemen fired 3 rounds of teargas into

factory hut when the owner's family refused to come out and

locked the door from the inside. Several residents were hurt

during the event. (Appendix 2)

The Government came under heavy attack by the mass media for using teargas to force out villagers. The Heung Yeo Kuk ( federation of the local rural organisations) was one of the organisations that gave the most severe criticism of this 'high- handed' way of getting land from residents. (Appendix 3)

Two weeks after the event, the Secretary for Security defended the Government at a Legislative Council meeting by saying that using force was necessary and teargas bomb was the least harmful way and thus justified the foul play.

Then the Government produced TV programmes trying to portray

the villages as backward, uneducated and violent people and justified the use of violence by the Government.

THE SAI LAU KOK INCIDENT (JAN. 1978 - NOV. 1979)

The seven buildings concerned in Sai Lau Kok, Tsuen Wan, were legally built post-war private buildings owned separately by several hundred small landlords.

January 1978, Mass Transit Railway (MTR) wanted the area for a depot for its Tsuen Wan Station and informed the landlords to get prepared to move out.

On May 12, 1978, the Government published in the Gazette, without consultation with the landlords or tenants, that the area where the seven buildings were situated will become Crown Land after 6 months.
