I attach a copy of a Human Rights Commission resolution 30 (XXXVI) which is on the agenda for the February meeting of the Commission under 'Item 12 - Question of the violation of human rights and fundamental freedoms in any part of the world, with particular reference to colonial and other dependent countries and territories, including:

Summary of the main findings and recommendations by the Secretary-General on large scale exoduses (para 5)

2. Human Rights Section of UN Department has asked for briefing on this item for the UK Delegation to the Commission led by Lord Colville. As regards refugee situations, I have cleared with CAfD, SEAD, EAD, NENAD and WAD that they are content for their briefing for the UNHCR's calls on the Prime Minister and Secretary of State on 9 December to be given to Lord Colville.
3. If after seeing the text of the resolution (which has clear links with the German initiative) there are any further comments from departments I should be grateful if they could be sent to me. I should also be grateful for any contributions from HKGD, SADUDA and the Home Office, by 19 December if possible,
