Up to 31 December 1979, the International Labour Organisation had adopted 153 Conventions. 70 of these are relevant for Hong Kong, and our position is as follows:

In this respect Hong Kong compares favourably with other countries in the region (For reference, the number of Conventions ratified is: Japan 36; Singapore - 21; the Philippines 19; Malaysia 11; Thailand - 11; Indonesia Taiwan and South Korea are not members of the ILO).

Improvements are expected to be made to 8 Conventions in 1980, which include 2 on which a decision has been reserved and 6 in respect of which modifications have been entered.

Employment Conditions

83.

Hours of work for women and young persons aged 14-17 employed in industrial undertakings are limited to 8 hours a day and 48 hours a week. Overtime employment for women is limited to not more than 2 hours a day and 200 hours a ye. r. Overtime for young persons is prohibited. Responsibility for enforcing the hours of work for women and young persons and the ban on child employment rests with the women and Young Persons Unit of the Labour Department. Labour Inspectors visit industrial undertakings employing women and young persons to ensure that their working hours, meal breaks, rest days and overtime are in accordance with the law, and that no persons under the age of 14 are being employed. Campaigns against the illegal employment of children in industry and in non-industrial establishments are launched regularly. There is no restriction on the hours of work for adult men.

Over the past five years, real wages have incre sed at an average of about 8% per year. In September 1979, 75% of workers in the manufacturing sector arned $29.95 or more
