The Sub-Commission should examine, with the specialized agencies concerned the possibility of promoting information campaigns among villagers in countries where debt bondage exists in order to inform them of their rights under national legislation and international instruments.

(a) The Secrevariat should examine the possibility of organizing a round-table or symposium on debt bondage, with the participation of experts, the specialized agencies and all concerned parts of the United Nations system, as part of its advisory services programme, in order to study the problem in depth.

Slavery and the slave trade

(e) The Sub-Commission should bring the report of the Minority Rights Group on Slavery-like practices against Aborigines in Australia to the attention of the Government of Australia for comment.

(£) The Government of Australia should be invited to ratify the Tribal and Indigenous Populations Convention (No. 107).

(g) The Sub-Commission should bring the report of the Anti-Slavery Society for the Protection of Human Rights concerning migrant workers in the Dominican Republic to the attention of the Governments of Haiti, the Dominican Republic and the United States and to the attention of the Organization of American States and the relevant United Nations specialized agencies for comment.

The exploitation of child labour

(h) The Sub-Commission should bring the reports on the exploitation of child labour in Colombia, Hong Kong, India, Italy, Portugal and Thailand submitted to the Group at its fifth session to the attention of the Governments concerned for comment.

i) The Sub-Commission should include the question of the exploitation of child labour in its future programme of work and consider the possibility of undertaking a comprehensive study on the subject.

(j) The Secretariat should prepare a draft document containing minimum standards for the protection of working children with a view to preparing an international declaration on the subject.

(k) The Sub-Commission should urgently appeal to all Governments to ensure that adequate legislation to protect the rights of working children is enacted and properly enforced, and to make consideration of the needs of working children an important aspect of their economic and social planning.

(1) The Sub-Commission should call on all sectors of the United Nations system to co-operate in eliminating the exploitation of child labour and, in particular:

(i) The ILO should be invited to increase its research activities;

(ii) UNICEF should be invited to provide information on the sale of children

as it relates to exploitation of child labour;

(iii) UNESCO should be invited to provide assistance to countries in developing

educational systems adapted to the specific needs of working children; (iv) WHO should be asked to study the effects of work on the health of children;

UNU should be requested to provide in-depth studies of the underlying economic and social causes, conditions and implications of child labour.
