APPRENTICESHIP (AMENDMENT BILL 1980
Annexed for the consideration of Members is the Apprenticeship (Amendment) Bill 1980, which seeks to amend the Apprenticeship Ordinance (Cap. 47) to reflect recent developments in legislation affecting the employment of young people and to tidy up the wording of certain sections in order to convey more exactly the original intentions of these sections.

The Apprenticeship Ordinance, (Cap. 47), which was enacted in 1976 aims to promote apprentice training and to regulate the employment and training of young persons in designated trades. The Ordinance has had a beneficial effect on apprentice training in Hong Kong. It has brought about improvements, both qualitative and quantitative, in the training of young persons engaged in designated and, to a lesser extent, in non-designated trades. Thirty-six trades have been specified as designated trades to date and the total number of craft apprentices who are engaged in such trades and whose contracts of apprenticeship are required to be registered, and those who are engaged in these and non-designated trades and whose contracts have been brought under the Ordinance through voluntary registration, now stands at over 9,000.

In the light of experience gained from enforcing the Ordinance in the past four years, the Commissioner for Labour has carried out a comprehensive review of the legislation. Resulting from this review, various amendments are now proposed to tidy up the wording in places, to remove minor anomalies, to rectify some omissions and to reflect recent developments in other labour legislation governing the employment of young persons,

Clause 2 of the Bill adds a new section 14A to the principal Ordinance to provide that a registered apprentice possessing the entry qualifications required for a course of instruction at a technical institution which in the opinion of the Commissioner is suitable for him should be given preference by the institution for a place on the course. Experience ⠀⠀ has shown this to be necessary if the objective of section 14, which seeks to provide a registered apprentice, who has the entry qualifications required for the course, with the necessary technical instruction to complement his practical training on the shopfloor, is to be achieved...
