Dear Michael,
I told you yesterday of the decision which my Secretary of State has reached on the London-Hong Kong route case. I understand that he will be writing to the Foreign and Commonwealth Secretary and other colleagues later today.
2 Meanwhile I enclose for your consideration a draft telegram to Hong Kong. We envisage that it should go off on Monday, to ensure that the Governor hears the news before the decision is announced in the House of Commons. We would not want it to go off sooner, in case any last minute points arise, for example as a result of Mr Nott's letter to other Ministers. Perhaps you would keep in touch with Peter Bryant (in my absence in Ottawa) on Monday about arrangements for the despatch of this telegram in final form.
3 I should find it helpful if this and other significant telegrams about the Hong Kong route were repeated to Ottawa next week, as apart from any Canadian interest the British team there will include representatives of the Hong Kong Government, BA, Cathay and Laker.
