operator and nothing I have written is intended to give any other impression. Nevertheless, in all the circumstances, it does seem to me and to the Chamber that the decision is eminently unfair and should be corrected without delay, allowing CPA the right to establish a route to what is, after all, the constitutional mother country. Any other decision, I believe, will be deeply resented in Hong Kong and will certainly damage the existing excellent Hong Kong relations with Britain.
