Members of the Council of the Hong Kong Management Association have considered the commercial relationship between Hong Kong and the United Kingdom and while they acknowledge that Hong Kong's rapid industrial expansion in the 1950s was partly due to the system of Commonwealth Preference which gave Hong Kong exporters duty-free access into the United Kingdom Market there seems to be a deterioration in this relationship and my Council has requested me to express our concern over the manner in which Her Majesty's Government seers to view Hong Kong.
Over the years trade between the United Kingdom and ourselves has grown substantially. In 1974 trade between Hong Kong and United Kingdom amounted to HK$4,710.00 million, in 1978 it was HK$6,846.00 million while last year it stood at HK$10,324.00 million and yet there seems to be an element of one-sidedness in the arrangement. The United Kingdom has shown a weakness in their support for Hong Kong in our textile negotiations with other EEC members and, although, there was a United Kingdom initiative in bringing worldwide attention to the plight of the "boat people" from Indochina with commitments by various governments to resettle refugees the initiative seems to have lost much of its momentum and the number of refugees in Hong Kong being resettled elsewhere is moving at a very slow pace.

The latest affront is, of course, a second United Kingdom airline being granted licence to operate the Hong Kong London air route rather than having a reciprocal arrangement with a Hong Kong based operator. affront is even more deep when considering the decision reached by the Hong Kong Air Transport Licencing Authority being over-ridden by the London Authority.
