1. We agree that the FCO should deal with Sir Freddie Laker's letter of 17 March to the Secretary of State for Trade since this is basically a matter for the Hong Kong Government.

2. We consider, however, that it should be handled by your department since inevitably Civil Aviation questions will form the main substance of the reply to the letter. We would, however, wish to be consulted at all times.
