I will not comment in this letter on the aspects of the decision which are related to Hong Kong's constitutional position, of which I know you are already fully aware.

We are no doubt biased, but you may agree with our view that the C.A.A. decision appears to have been based on very flimsy technical grounds. We shall of course be making full reference to this in our appeal.
