The decision by the Civil Aviation Authority raises, however, a question which is more fundamental than considerations of operational efficiency or passenger preference, real though these issues are. The decision is entirely at variance with the internationally-recognised principle of reciprocity in the award of air route licences. It is, to me, inconceivable that the air licensing authority of any country would award to a foreign carrier a route licence to that country without the reciprocal grant of rights to its national carrier. For the Civil Aviation Authority to ignore the claim of Cathay Pacific (which is viewed by the people of Hong Kong with con- siderable pride as its local carrier) and to award the licence to a second United Kingdom-based carrier is an unacceptable violation of the well-established principle of reciprocity.
I would respectfully urge that the strongest protest be made against the decision of the Civil Aviation Authority and that representations be made at the highest level for the over- whelming claim of Cathay Pacific for the award of the route. licence to be recognised.
