A consequential amendment is required to the I suggest:

"After consulting the Governor I must state categorically that these are not justified. It is entirely reasonable

Paragraph 3, sentence 4. For "maintaining impartiality" read "avoid involvement" I would prefer not to agree that the Hong Kong Government have been partial.

Paragraph 4, sentence 1. Before "independence" insert

"complete".

Paragraph 4, sentence 2. For "this particular enquiry" read "the enquiry into Laker's application".

Paragraph 4. Add at end:

"Moreover, I must reject strongly any suggestion that the Hong Kong Government has been acting as a tool of a private commercial group. I am entirely satisfied that the Hong Kong Government's actions had regard simply to the interests of the territory as a whole."

Paragraph 5.

Delete (consequential amendment).

I agree with Mr Gardiner's other comments. A number of these points can of course be cleared with the DOT.
