Thank you for your letter of 27 March enclosing one from Adrian Swire.
I am of course aware of this matter. You will I know appreciate that, since the Civil Aviation Authority's decision is the subject of an appeal by Cathay Pacific to John Nott, it would not be appropriate for me to say more than that I have noted what Adrian said and fully understand Swires' point of view. Strictly for your own information, I should add that both John and Adrian Swire came to see me before Easter. I listened carefully to what they had to say and they in turn quite realised that I could make no comment or commitment on behalf of HMG. We also agreed that it would be in nobody's interest for our meeting to be made public and I know that you in turn will respect this confidence.
