HONG KONG/UK AIR ROUTE: CIVIL AVIATION AUTHORITY DECISION

1. You asked for a draft letter to the appropriate DOT

official enclosing the 2 documents mentioned in paragraph 2

of the Governor's letter to you of 29 March.

2. I attach a draft to Mr Gavin Dick. I think his is the

right side of DOT to address. We know that CRE4 are preparing

a submission on the commercial effects of the CAA decision and

they can make most use of the Oswald Cheung speech. By copying

to Mr Roberts we can cover the Civil Aviation side as well.
