We discussed your minute X Burton's below, and agreed that the real problem was as described) th paragraph (a) of your minute below. If Mr Not decides against CPA, it seems to me that the problem will be twofold: who in Hong Kong will put HMG's case, and will anyone print it? We also agreed that we should suggest to Mr Murray that he write to the Governor about this. I therefore attach a draft minute and letter.
2. I do not know anything about the Chinese Chamber of Commerce consulting Peking. If they have, it should be recorded in the LIC monthly report.
3. The only other comment which I have is on Mr Burton's statement in paragraph 7 of his minute that CPA is now starting to lose money.
This is the first we have heard of this and it would be interesting to have more information on it.
