(a) Baseline environmental studies at Chek Lap Kok
The objective will be to establish the existing physical, chemical, and biological characteristics of the replacement airport site which may be altered by the airport's construction and operation. The results can be used to postulate the impact of the project, to formulate mitigation measures, and as a long-term record of the conditions that existed prior to construction. These studies should not be confined to ecological aspects but should eventually cover detailed consideration of air pollution, hazards to marine life and the visual aspects of the proposed development, as well as aquatic, sediment and terrestrial surveys.
Study by :
Consultants, either overseas or local, in close collaboration with the Environmental Protection Unit (EPU) of the Environment Branch, the Civil Aviation Department, the Civil Engineering Office of the Public Works Department and the Agriculture and Fisheries Department.
Costs
$3 million, assuming that overseas consultants would do most of the work, but savings could be accomplished if the studies were carried out through a combined effort involving the local universities, overseas consultants and local consultants. The estimate also assumes that the study would take 13 years.
(e) Further meteorological studies

These would include
the continuation of surface meteorological studies at Chek Lap Kok;
turbulence and wind shear studies along the proposed approach and departure routes; and
(iii) oceanographic studies around Chek Lap Kok
to confirm the suitability of the Chek Lap Kok site for aircraft operations.
