Arising from these conclusions, the Governor directed that a revised condensed version of the main arguments in the memorandum and with the proposals in paragraph 12 of it modified to take account of the views expressed by the majority of Members (and also those of the minority) the paper should also outline the proposals the Hong Kong Government would have to make to China for an airport in China to be acceptable to it. The paper should then be sent to the F.C, O. and the British Embassy in Peking to seek their views on the conclusions in it. The Governor directed that once such views had been obtained, a further memorandum be put to the Council
