an airport layout plan should be developed by Consultants instructed by the Director of Civil Aviation, to show the proposed configuration of the runways, the aircraft approach zones and the airport boundaries if a replacement airport were constructed at Chek Lap Kok;
a meteorological data collection station should be established by the Director, Royal Observatory on Chek Lap Kok to determine whether there are any particular weather factors which would significantly limit aircraft operations at Chek Lap Kok or indicate runway alignment and disposition;
it should be the Government's policy to use administrative measures to protect from obstructions the flight path associated with an airport at Chek Lap Kok, until such time as a decision is reached on whether or not to construct an airport;
and noted that:
(e) an assessment would be made by the Secretary
for the Environment of the overall implications for the development strategy of Hong Kong as a whole of the construction of a replacement airport at Chek Lap Kok and the release of Kai Tak;
(f) the advice of honourable Members on a
replacement airport would be sought again when the stage represented by (a) to (c) above had been completed and in the light of an up-dated situation report on the use of Kai Tak;
subject, in the case of (b) and (c), to the provision of the necessary funds by the Finance Committee of the Legislative Council."
The civil engineering feasibility study mentioned in paragraph 9(a) above was undertaken by Consultants in conjunction with a similar study by the Public Works Department into the feasibility of reclamation and development along the north coast of Lantau island. It included offshore site investigation work, a limited number of onshore geotechnical investigations, identification of potential borrow areas for fill and the location of areas for the disposal of unsuitable materials. There was continuous liaison, with the Consultants during the course of these investigations.
