There could be some attraction for the Chinese in the development of the Shenzhen complex in this way.

As you point out, it would shift the focus of Hong Kong development well to the north. It would seem likely to encourage the

'blurring' of the border and even the development of a grey zone on both sides of it. You and we would obviously have to consider very carefully the political and other implications of that.

It follows from all this that at official level we agree with your conclusions in favour of first steps towards a Lantau solution including approaches to the Chinese first on technical questions and later on finance.

I would be grateful to know how you will next proceed in Hong Kong. I am not clear whether it is your intention to put the background paper to EXCO and if so, when. You should know that I have not consulted Ministers so far. Mr Blaker will have to be informed of progress and should be consulted before any approach is made to the Chinese on financial questions.
