I refer to your letter of 25th September 1979 addressed to Mr. Peter Elaker, MP, Minister of State for Foreign and Commonwealth Affairs, concerning your proposal for the construction of an international airport in China to serve both Hong Kong and the People's Republic of China,

It is likely to be some considerable time

before the Government will be in a position to decide whether a new airport should be built to replace Kai Tak,

If as a result, inter alia, of a report which has been commissioned from consultants, the decision is that a replacement is necessary, then the Government's present thinking is that it should be on North Lantau.
