The increasing local manufacture of advanced technology products, the continuing export of Chinese products through Hong Kong, the rising local demand for consumables to support the tourist industry and the steadily growing affluence of the population are likely to ensure continuing dynamic growth in air cargo throughout the mid-1980's. The shortfall in airport capacity generally will almost certainly lead to a shortfall in the system's capability to handle air cargo. This shortfall is almost impossible to quantify since airlines have the flexibility between all-cargo flights at off-peak times of the day and using scheduled passenger flights. Even though the forecast of growth thereafter is of a more normal rate, air crago is expected to expand to about six times its 1978 volume by 1995.

If Kai Tak is to be abandoned in 1990, recovery of the capital cost of further developments will be difficult. Do the Director of Civil Aviation proposes that they be planned as temporary facilities, or facilities which could be transferred to the replacement airport during the remainder of their working life, in so far as this may be possible.

When the overall facilities at Kai Tak have been developed to match the limit of capacity for the runway (which is expected to be reached in 1985) it will be impracticable to take further measures at Kai Tak to improve upon that airport's total capacity. And,

And, in any event, safety and environmental considerations would by that time rule out any further expansion of capacity, even if that were possible to achieve physically.

The Consultants' second broad term of reference (para 11(b) above) required them to confirm the feasibility of constructing and operating an international airport at Chek Lap Kok island off the north-west coast of Lantau island. How this site came to be selected for appraisal is outlined below
