1. The visit of the Deputy See, DOT, to Hong Kong on 24 Marchmhas
sparked off a draft paper setting out the advantages and disadvantages
of a separate Hong Kong shipping register. You will recall that I
mentioned something was in the wind on this issue when I called
recently at Marine Division.
2.
We have not been asked as such to comment on the paper: Mr. Brown
has let me see a copy on a personal basis. But there may be certain
points which you would like me to feed back to the DOT before the paper
gets finalised
presumably by Thursday or Friday of this week.
3. For ease of reference I enclose our 1979 file on FOC, folio 17 of
which is Quantrill's minute of 10 September

In letting us have any comments, is it too early to look into the
crystal ball to see whether a separate register would in any way affect
the position of Hong Kong after 1991 ( or is it 1998)?
