1. Thank you for your minute of 12 March, a copy of which I forwarded to Roger Brown in SP3C.
2. I am a little puzzled (as Marine Division were on 11 March, when this came up in another connection) about your reference in Para 2 of your minute to the fact that ships registered in Hong Kong frequently did not have British officers aboard.
3. We should certainly be grateful for (a) details of incidents of this kind which have come to your notice and also (b) a brief summary of the difficulties facing consular officers "who already have enough troubles with ships registered in Hong Kong."
4. The former is disquieting, particularly in view of the fact that ships registered in Hong Kong are required to employ British officers, as other British ships are, subject to the very limited exception of the 1978 Ordinance.
