"NON-DOMICILES" CREWS ON UK MERCHANT SHIPS

1. I attach a copy of a self-explanatory letter from the

Department of Trade on the subject of "non-domiciles" crews serving on UK merchant ships.

I cannot see that an approach to the Governments concerned would result in obtaining their assurance that:

a.

they would not prevent the "non-doms" from sailing in UK flag merchant ships in a time of crisis or war, or

b.

they would compel them to do so under any of their Emergency Powers (such as those which the UK Government can apply to British merchant seamen).

The Governments would probably take the view that this is a matter for individual crew members and the Uk authorities.

4. I should be grateful for your comments on paragraph 4 of the letter by Friday July 18.
