that, in any eventual publicity, emphasis should be laid on the fact that the proposals for staged develop- ment are a logical progression towards the eventual development of an MTR Island Line, rather than a piece-meal approach to the transport problems in the Island Corridor, as could be suggested by the second paragraph (a) in paragraph 15 on page 5 of the memorandum; and

that the further studies to be undertaken should pay particular attention to the effect on traffic flow and on the stability of buildings in Central District of the excavation and construction proposed.

As regards paragraph 2(b) above: the implementation studies began in October 1978 and were completed in November 1979.

As regards paragraph 2(c) above: the Mass Transit Railway Corporation (MTRC) was invited to assist in the development of the Island Corridor strategy and indicated its willingness, in principle, to do so. Subsequently, the Finance Committee of the Legislative Council accepted a contingent liability of up to $10 million, which was the estimated cost of studies to be undertaken by the MTRC on the feasibility of implementing, as a part of the strategy, a Light Rail Transit (LRT) system in the Island Corridor.

As regards paragraph 2(d) above: the Hong Kong and Kowloon Wharf and Godown Company Limited, the parent company of Hong Kong Tramways Limited, has been advised at intervals of the progress of the implementation studies and has provided information to assist the studies.

As regards paragraph 2(e) above: such publicity as there has been has emphasised that, should the Island Corridor strategy incorporating an LRT be adopted, it would be a part of a logical progression towards an MTR Island Line and that steps would be taken to incorporate measures which would facilitate the construction of the Island Line.

(2) Developments since June 1978

Traffic conditions in the Corridor have continued to deteriorate. A recent survey indicates that journey times, in peak periods, by car average 46 minutes (13 kph) between Shau Kei Wan and Central District. A similar journey by bus or tram now takes, on average, one hour (10 kph). This worsening situation is due to increasing travel demand, itself stemming from both ongoing development in the Corridor and increasing affluence,
