The Housing Authority is to construct a new East Ngau Tau Kok Public Housing Estate and Home Ownership Scheme on the site of the Ngau Tau Kok Cottage Area, known locally as Fuk Wah Tsuen.

The site is hilly and extensive earthworks are required to provide safe and usable platforms for the proposed development. The western section of Chun Wah Road shown hatched black on the plan at Annex A lies along a valley which will have to be filled with earth to about 7 metres maximum depth, making the permanent closure of this section of the road unavoidable. This formation work should have started already, but has been delayed pending the outcome of Streets (Alteration) Ordinance procedure.

The section of Chun Wah Road which is to be closed is used as a short cut by motorists from Jordan Valley to Upper Kwun Tong (but not in the reverse direction). A maxicab service between Jordan Valley and the Cottage Area uses it. Residents of the Cottage Area also walk along it to and from Jordan Valley, although there is an alternative pedestrian route. It is also used as a short cut by people walking between the Jordan Valley Estate and the Ngok Yue Shan, Kung Lok Road area, south of the housing scheme site.

The clearance of the Cottage Area commenced around the middle of 1979. It was divided into three phases o match availability of accommodation for rehousing. The clearance of the first two phases has been completed and action is in hand in respect of the last phase of the clearance. Of the original 10,000 people living there only about 1, 300 remained by the middle of March 1980. This number diminishes daily as rehousing continues. It is expected that the clearance will be completed by the middle of May 1980, but, bearing in mind the adequacy of the alternative communication available as set out below and the contractor's claims which would result from further delay, it is strongly recommended that the closure, if approved, be done forthwith.
