1. We discussed the Hong Kong telegrams on this. I now attach:

a) a draft telegram to Hong Kong;

b) a draft letter to the Governor.

The former describes the position following a meeting at DOI on 24 September. The latter is, I think, necessary because I am not sure that the Governor is fully aware of the issue and because I would like to suggest that he speak to ECGD and DOI about the problem during one of his forthcoming visits to London.
