1. Thank you for your letter of 2 October. I seen your EXCED 29 to BTC Hong Kong and Chris Priston's letter

to you of 3 October.

I fully support what Priston says. As I have already told you, we agree with Hong Kong that there is a real danger that the Commonwealth preference clause in the Omnibus Services Ordinance could be at risk. We therefore think it very important to look at this contract in the wider context.

I hope it will be possible to work on the suggestions made by the Secretary for the Environment (paragraph 3 of BTC Hong 26 Kong's EXCED 29). Given the major importance of the Kowloon Motor Bus Company to the Hong Kong transport system, the

assurance

offered by Jones seems to us entirely reasonable, and one on which it should be possible to base cover with confidence.
