VEHICLE REGISTRATION NUMBERS
Introduction
On 3rd January and 4th July 1978, having considered memoranda XCR(78)3 and XCR (78)164, the Council advised and the Governor ordered, inter alia :-

under section 4 of the Road Traffic Ordinance (Chapter 220), that the Road Traffic (Registration and Licensing of Vehicles) (Amendment) (No 2) Regulations 1978 should be made; and
that a report on the operation of the legislation should be circulated for Members' information after it had been in force for 12 months.
The Road Traffic (Registration and Licensing of Vehicles) (Amendment) (No 2) Regulations 1978 were implemented on 7th July 1978.

The purpose of this memorandum is to advise Members as directed on the operation of the Regulations in respect of the auction of unscheduled vehicle registration numbers. The requirement to report after a year was unfortunately overlooked, but the longer period serves more clearly to demonstrate the success of the scheme in practice.

Members will recall that the above amendments to the Read Traffic (Registration and Licensing of Vehicles) Regulations permitted the Commissioner for Transport, at the request of any person and on payment of a deposit of $1,000, to auction a specific unassigned vehicle registration mark, provided it was not one of the "special" registration marks, such as 555, 666 etc., which are listed in the Sixth Schedule of the Regulations and which are already sold by auction, or it was a mark reserved for Government or Urban Council vehicles.
