13. I could exercise my

power to seek a review of sentence in an appropriate case so that the Court of Appeal could consider what in principle is the appropriate penalty in such cases.

ACTION

I propose to await the C.S.O. (Traffic)'s review. Then to consider taking action as suggested in paragraphs 10, 11 and 13 above.
