that the franchise as at Annex A to the memorandum should be granted to the New Lantao Bus Company (1973) Limited under section 5(1) of the Public Omnibus Services Ordinance (Chapter 230) and the corresponding Schedule of Routes be made; and

that a report on the company's operations should be prepared and submitted to the Council in two years' time, indicating whether the expected improvements in the service had materialised and setting out detailed background information such as the numbers of weekend visitors to Lantao, the frequency of the bus services, etc.

On 22nd October 1979, the Company applied to Govern- ment for a revision of fares on its services to off-set a substantial rise in its capital and recurrent operating costs. The Government has considered the Company's application and slightly revised proposals put forward by the Company are now submitted for Members' consideration. The submission is made in accordance with the provisions of section 13(1)(a) of the Public Omnibus Services Ordinance, under which the Governor in Council may determine the Scale of Fares which may be charged by a grantee for the carriage of passengers and goods on any specified route or group of specified routes.
