Introduction

On 5th and 19th December 1978, having considered memoranda XCC(78)90 and XCC(78)99, the Council advised and the Governor ordered, inter alia :-

(a) that proposals to increase Hong Kong and Kowloon taxi fares

fares and to introduce stiffer sanctions against taxi malpractices, were acceptable;

(b)

that the existing tender system of issuing one hundred Hong Kong and Kowloon taxi licences a month should be continued for an indefinite period; and

that the effectiveness of the package of measures approved by the Council to deal with the taxi problem should be reviewed after nine months.

The new scale of fares came into effect on 20th January 1979.

On 1st October 1979, the Road Traffic (Amendment) (No 3) Ordinance 1978 was implemented which provided, inter alia, that the Governor in Council, rather than the Commissioner for Transport as hitherto, should have the power to revise the limit on the number of licences that could be issued for any class of vehicle, including taxis. The continued issue of taxi licences thus had to receive Council endorsement and, on 8th January 1980, after considering memorandum XCR(80)13, Members advised and the Governor ordered that, subject to legal advice,
