VISIT BY GUANGDONG PROVINCIAL DELEGATION

1. I attended the dinner given by Mr Manzie of the DOI for Mr Lu Ying and his delegation on Monday, 29 September. The group were not very communicative. They emphasised that they were in Britain to study and to report back. However, in a discussion after dinner with Mr Manzie, Lu Ying did agree that it would be worth while for another delegation to come, perhaps in the New Year, led by a Deputy Governor of the Province. He said that this group would be authorised to take decisions, ie to purchase. On the Guangdong Nuclear Project, I do not think Lu Ying gave anything away. They did, however, see nuclear power stations in this country and had discussions with GEC.
