SECRETARY OF STATE'S MEETING WITH SIR LAWRENCE KADOORIE CBE

Problem

1. To send Sir Lawrence Kadoorie a letter expressing the

Secretary of State's regret that their meeting in Hong Kong

had to be cancelled.

Recommendation

2.

I recommend that Lord Carrington write to Sir Lawrence

on the lines of the attached draft. I also attach a draft

covering letter for the Private Secretary to send to the

Governor. FED and the DOI agree.

Background

3.

It had been intended that the Secretary of State would

meet Sir Lawrence Kadoorie, Chairman of the China Light and

Power Company Limited, on 27 September to discuss the

Guangdong nuclear power station project.
