At our meeting from 21 October, I said I would circulate the draft of a note which we from Whitehall would wish GFC to have. This note would aim to set the theme for discussions with Framatone and Westinghouse at the beginning of November.

I have therefore written the attached and would be grateful for written comments including if necessary a complete re-write by mid-day Wednesday 29 October.

I can then send the final document to GEC in time for their onsideration before the meeting with Framatone on Monday 3 November.
