I only have one comment. I would prefer the second half of the third sentence of the third paragraph to be deleted entirely. The question of the future of Hong Kong is a very delicate one and it is not appropriate for it to be discussed in a letter to Sir Lawrence. He is of course well aware of the issues involved and so nothing will be lost by deletion of about China's interest
