GUANGDONG NUCLEAR PROJECT

I minuted on this on 5 August. On 7 August you asked that a submission should be prepared covering a draft message from the Secretary of State to Sir Lawrence Kadoorie to try to cool the latter's activity as revealed in BTC Hong Kong Telegram No 108.

I have prepared a draft submission which I attach. However, when I telephoned Mr Manzie (Deputy Secretary, DOI) to clear it, he told me that yesterday he had himself spoken to Sir Lawrence Kadoorie before the latter's departure. He specifically discouraged him from the idea of arranging a special briefing in Hong Kong, explaining that Lord Carrington would not have very much time there and said that it would not be a good idea to change anybody's leave. Mr Manzie thought that Sir Lawrence took the point and that he may well change his plans.

3. Sir Lawrence has now in any case gone on holiday for 2 weeks to Switzerland. It would therefore be very easy to get a message to him and I think it might be rather over-egging it for the Secretary of State also to tell him not to arrange a briefing.

I therefore recommend that we ask the Governor to follow up on the subject when Sir Lawrence returns to Hong Kong on the lines of the draft letter attached to my minute of 5 August.

it would be helpful to send Mr March a telegram putting him in the picture. I attach a draft. We have already told him that we do not think it would be necessary for him to alter his leave plans.
