11. We shall be asking the Governor of Hong Kong to speak to

Sir Lawrence Kadoorie to try to get his ideas and plans into more

proportion. Meanwhile, the Secretary of State may wish to confirm

that he would wish to see Sir Lawrence when he is in Hong Kong but

for something falling well short of a full-scale briefing.
