The Governor proposed and the meeting agreed that telegrams be sent to London setting out the arguments for an Anglo/French consortium and against an Anglo/American one, expressing the desirability of an early decision and explaining the sequence of approaches proposed. The need for a unified approach would be emphasised and Dr Marshall should be invited to postpone his planned meeting with Lu Ying in order to discuss plans in Hong Kong before going to the Executive Meeting in Guangdong.

In the general discussion which followed

Sir Lawrence Kadoorie outlined his tentative ideas on the financial and organisational shape of the project for Mr Manzie's benefit. On the question of costs Sir Sidney Gordon confirmed to Mr Jacobs that China Light & Power had no intention of accepting power from the plant if it cost more than that produced in Hong Kong and this had been made plain to the Chinese.
