The US is far and away Hong Kong's largest single market (taking 33.6% of total exports in 1979) and it would be a useful card for the Hong Kong Government to have in hand for future trade negotiations if it could say it had helped to steer the order America's way.
5 Finally David had doubts about Hong Kong becoming too involved in the ownership of the new station by equity participation.
He thought the Hong Kong Government would wish to avoid getting themselves into a situation where they might have to choose between support for the KEC and CLP. It would be almost impossible for the Hong Kong Government to risk the ire of the Guangdong authorities in order to side with CLP in such a situation.
