Problem
1.
To ensure that SBTC Hong Kong's input on the Guangdong project
is fully taken into account.
Recommendation
2. I recommend that we guide Mr March as in the attached draft
telegram and that he be given an opportunity to brief the senior
FCO official accompanying the Secretary of State to Hong Kong and
China. DOI and DOT have been consulted and agree.
Background and Argument
3. Mr March's involvement at the Hong Kong end of the project is
considerable and he has clearly established himself in a position of
confidence with Sir L Kadoorie and Mr Stones, Deputy General Manager
and Director, China Light and Power Co. Ltd. It is important that he
should continue to be involved in every important step as the
Guangdong project develops and that we demonstrate our appreciation
of his role.
4.
The Secretary of State will be discussing, albeit briefly and
informally, the Guangdong project with Sir L Kadoorie during his visit
to Hong Kong. It would clearly be useful if Mr March were present.
However, the Secretary of State arrives in Hong Kong just as Mr March
concludes his duty visit to the UK and there is now a proposal (BTC
telegram No. 118) that Mr March should be present in London during
the week beginning 13 October when Mr Stones will be having dis-
cussions with the DOI. It would not be a good use of Mr March's time
to ask him to rush back to Hong Kong to be on hand for the Secretary
