The Governor welcomed everyone to the meeting saying that the presence of Sir Percy Cradock, Mr Manzie and Mr Lippett in Hong Kong provided an excellent opportunity to consider the advice which Hong Kong should give HMG. asked the meeting to consider how best to reinforce expressions

of British interest to the Chinese, what further channels of communication might be opened, when British interest in equity participation should be made known, and how and when arguments in favour of a British/French package should be deployed.

Referring to Dr Marshall's telegrammed comments against a British/French package, the Governor asked whether with a joint package incorporating a French reactor China Light & Power Company could be satisfied as to both its technical feasibility and safety. Sir Lawrence Kadoorie supported by Sir Sidney Gordon and Mr Stones confirmed that they were satisfied, and Mr Lippett added that Framatome had already said they could build to whatever international safety standards were required. On the political aspects, Sir Percy Cradock said that it was clear that the Chinese felt a moral commitment to the French and that any package which excluded them would risk rejection. The potential problem on inspections with an American reactor coupled with the uncertainty of the Reagan administration's relationships with the Chinese Government all argued strongly for a French partner. Mr Manzie said that DOI was on balance in favour of collaboration with the French but there were differing views
