1. As I think you are aware, a contribution on this subject to a paper by the Department of Energy on the general question of liability in respect of this project. The paper is to be considered shortly by the Whitehall Committee coordinating back on this subject, and will be the basis of advice to be put to Ministers early next month.
I should be grateful for your urgent comments and those of HKGD.
